The Basin Development Strategy (BDS) and MRC strategic plan for 2021-2030 focus on gender action and stakeholder engagement. The updated Sustainable Hydropower Development Strategy (SHDS) for the Lower Mekong Basin was adopted in 2021. However, people in the Greater Mekong Sub-region and Lower Mekong Basin lack awareness of hydropower risks, impact mitigation guidelines, and biodiversity. The vulnerable Mekong River communities rely on traditional livelihoods with limited understanding of ecosystems.
